大塚清一郎

Profile of WFFJ Honorary Chair, Mr. Seiichiro Otsuka

He has been an avid angler for about 52 years. He especially enjoys fly-fishing with his wife Makiko and his son Seisuke. He is always interested in encounters with other anglers and people.  He supports environmental preservation through fly-fishing and he practices ' catch and release.'  He writes essays on life and humor and plays Scottish Highland bagpipes.

During his career as a diplomat, he served as the Japanese ambassador in Sweden, Latvia and Sri Lanka as well as consul general in New York and Edinburgh ( Scotland).

    After he retired, he published a book of essays on life and humor in Japanese in 2008.  He is working on another book of essays about fly-fishing. Mr. Otsuka will be an angler of the Fly Fishing National Team Japan for the 29^th Annual FIPS-Mouche World Fly Fishing Championship in Scotland and he is practicing his casting now.

 52年に及ぶ釣り歴の持ち主。最近では眞樹子夫人と長男の清輔君（２０歳）とのフライ・フィッシング旅行をこよなく愛する。釣りを通じた人との出会いを大事にしながら、フライ・フィッシングを核にした環境保全に係わるキャッチ・アンド・リリースの実践者。人生とユーモア、釣りについてのエッセイを書き、バグパイプ奏者でもある。『キルトをはいた外交官』というユーモアについての本を2008年７月出版（ISBN978-4-270-00381- 7）。外交官として駐スウェーデン大使、ラトヴィア大使、スリランカ大使を歴任。ニューヨーク総領事、スコットランドのエディンバラ総領事も勤めた。現在さらにフィッシング関連の本を出版予定。 2009年6月の初めにスコットランドで開催される29th Annual FIPS-Mouche World Fly Fishing Championship and Conservation Symposium に フライ・フィッシング・ チームジャパンの選手として参加するため、キャステｲングの技を磨いている。
